For my jazz setup...

...I use the stick-on Velcro stuff, but glue it onto the pedals with super 
glue
or Epoxy. Even then they STILL come off occasionally, but it's much 
stronger
than the sticky Velcro alone. Epoxy seems to be stronger then super glue.

On the boards, I opted to just put loop Velcro pieces right under the 
pedals
rather than covering the whole board with it...mainly because it doesn't 
attract
as much cat hair. :)
