There are many multi effects units that have EQ and
delay, but they usually have a bunch more too.  My
favorite is the Boss VF-1 that can be had via ebay for
about $200.  The cool thing is that if your friend's
looper puts out a midi clock like the EDP does, you'll
be able to auto-sync your delay to the midi clock.

There really are tons of these devices though, so they
should probably think about what they'd like to spend
and what other features they might want.
