You are more than capable with your current computer resources to set up, run and learn the Live sequencer Matt. I would recommend one of several inexpensive (200.00 and down) midi controller keyboards that are designed and programmed out of the box to be used with Live. You really cannot begin to experience Live as a true musical resource until you incorporate a controller into your big picture.   
 
Impulse (drum program) could not be simpler and for that matter, neither could Simpler or the Instrument Rack. It's just that you will NEVER be able to actually explore these tools to their respective "ends" because their means are practically infinite. You might never leave your studio again!
 
I would not be in any way concerned about upgrading your phrase sampler. According to your description it's MORE than adequate and yes, you can use Live as a floor controlled looper that will cut a perfect loop every time. It's too easy. But you will most likely want to use Mobius because it's a better looper by way of intelligent design.
 
The most important thing about any of this electronic musical hierarchy is to respect it enough to devote real time to it. Musicians have never been afforded the creative possibilities they have at their disposal today. Problem is, most of ends up in their disposals before they even scratch it's surface.
