Okay.  
The only definition for tap tempo I've known up to now, is the pedal or
device has a button or foot switch that you tap at least twice, and the
pedal works out the tempo from that.  
Examples on my pedal board that use this definition in their manual are 
Roger Linn's Adrenalinn 3, Line6 Space Chorus, Nova Delay & Stereo
Memory Man w/ Hazarai.
Your email has just helped me to understand a confusing discussion I had
