Mobius can do pre-recorded loops.  Whether this is easy or not is debatable, but basically you would start by using the File->Load Loop menu item to load loops into one or more tracks.  Then use File->Save Project to save the whole thing as a project so you don't have to repeat loading the individual files.  Then when you're ready to perform use File->Load Project to bring them all back, or use a script to load the project and bind that to a footswitch.  

Now set up footswitches to trigger the loops wherever they are.

I dont think that Mobius alone will do it for you Siobahn, as you have this pre-recorded loops thing...
It might be that in software, Abelton Live might be the best option, if rather like hitting a nut with a sledgehammer. Weirdly, your requirements, although totally obvious and sensible for a VAST amount of singer songwriters, are oddly absent from most loopers.
If you find that the internal looper of Live is not good enough, it probably is for verse chorus kind of stuff, THEN you can always plug in Mobius and use that for your looping. But this is all gonna be alot of setting up and fiddling...
