Yes, Ableton Live can actually do that! Well, to be exact; not its
"timing" but very well its global tempo. There are two ways to make it
happen:

1) You can use its own looper plugin Looper and set it up in advance
by typing in the number of bars your first loop will contain - or your
tempo will end up ridiculously fast or slow.

2) If using a third-party looper plugin, under Live, you need to set
the looper plugin to send out a MIDI Clock sync signal through a
system loopback channel and set up Live to follow that MIDI Input,
taking on the role as a sync slaved host.
