You'd be very lucky to find a resistor rated at 5% tolerance that has a value within 1%. Generally a 5% resistor is guaranteed to be within 5% of the rated value AND outside of 2% of the rated value. Most of theones withing 2% would have been screened, marked and sold as 2% resistors. Likewise for the 1%.
