My $0.02 (USD):

Have you tried resetting it to the factory settings?  (The manual says you
do this by holding down the PARAMETER button when you power up.)

Also, try it in another mode like LOOP/DELAY=DELAY or OUT.  This makes the
feedback pedal act differently than the front panel control.  See page 4-16
of the manual.

If that doesn't work, it sounds like a hardware problem.  Like maybe a 
flaky
front panel feedback control.
