In the September 2001 issue of Keyboard magazine (the US version) there's 
an interview with BT (Brian Transeau: http://www.btmusic.com/) which goes 
into a lot of detail about how he does the stutter effect.

He's quite the perfectionist, and does more cutting and pasting and 
trimming and stretching than I would ever think of to make it happen.
