A repeater is fine for pitch shifting that keeps the loop length  
intact.  Mobius software looper for Win XP does it well without time- 
stretching, like a sampler. Time-stretching is coming to Mobius  
though, but still in beta. Many external hardware effect processors  
does fine pitch transposing. Myself I have a TC Electronics FireworX  
that I'm very happy with. I have also tried an Eventide Eclipse that  
did fine pitch shifting. There is also the POG from TC Electronics  
that sounds good when transposing audio. I think there are some more  
that I can't remember right now, but others may chime in on pitch  
shifting....?
