I don't believe that's the way it works in the States. Radio stations maintain playlists which are used to calculate airplay royalties, but live performances are covered by the general PRO license from BMI/ASCAP. And the payment from that is the super-secret formula which translates to "Famous people with radio airplay get paid, everyone else is screwed".
