OT: quest for (XP) VST to bring RMS to a target level

I'm looking for a (Windows) VST (DirectX would also be cool) to bring the
audio to a predefined RMS or other "loudness" value by either reducing 
level
or applying compression.

Application: when random playing through loads of audio sources, the level
changes between them are sometimes startling. Winamp (and thus QCD) has a
plugin which allows you to run a VST in it. So my idea is to run the VST
described above and then have everything have the same loudness - similar 
to
a cheapo Orban Optimod or TC P2.
