For me, it's a matter of:

1) Figuring out which is the guilty element, and deciding whether you
really need to keep it.
2) Attempting to send a louder signal through the train, with fine
adjustments on all the volume/trim controls on each step of the chain
to make sure it doesn't clip. (Is that what Andy calls "gain
staging"?)

This year I had to take a newly purchased Kaoss Pad KP3 out of my
chain, because it was bad in both regards. It was responsible for
about 80% of my noise floor, and it clipped at very low gain levels.

I haven't had trouble with cheap cables yet, except when they stop
working unexpectedly. Then it's a whole world of trouble. For the
cables.

Make sure any AC adapters you use match the polarity and power input
shown on the pedals.

I've also heard people recommend things like making sure you're not
plugging into the the same electrical circuit that powers any
florescent lights, refrigerators or things of that nature. Haven't
investigated.

Folks have suggested getting some of those little grey adapters that
turn a 3 prong power into 2 prongs (no ground). Haven't tested
sufficiently.

I did buy 2 different "noise eliminators", and found that both made no
detectable difference.
