Well, it *is* possible to make an output that will both work
at line level and also drive a set of head-phones.
...but usually a line level output just can't supply
the power to drive the phones.

Not surprising if you consider that headphones are just
small speakers.

A lot of cheap devices use have a headphone socket that
doubles as line out...can be a source of low quality signal.

It's also possible, like in the old Lexicon JamMan to have
a hi-fi line level out that will work with phones,
but if a device doesn't claim to drive headphones it's
very unlikely that it will.
