Per is arguing the law -- i.e., the law protects composer's rights. Louigi is arguing about what he believes the law should say -- the composer gets paid by whoever commissioned the work and after that it's fair game. So, in the case of Hound Dog, unless Elvis had a deal with Big Mama Thornton to write the song, in Louigi's world, Elvis owes nothing for using the song.
