I'd look at the forum of the audio interface you're thinking of using and see what people are using. Firewire audio interfaces work better with some machines than others, and that's certainly been my experience with my USB audio interface. The chipset on the motherboard seems to be the important factor for USB and firewire interfaces.
Some audio interface drivers are just coming out now for Windows 7. For my line 6 toneport, the windows 7 drivers were beta until just a few weeks ago. I performed with my Acer Extensa running Windows Vista at Y2K9 this year and I was happy. A nice thing about laptop looping is that I only needed one outlet for the computer. Everything else was powered off USB.
I haven't been happy with the last couple of Dells I tried, but Dell has a very good return policy. They give you ample time to set it up and try it out, and they pay the return shipping if you don't like it. I've heard good things about Lenovo, but I don't have any first had experience with the brand.
For audio, I think most things are still 32bit, so 32 bit windows 7 is probably a better choice than 64 bit. I haven't tried the 64 bit Windows 7 for audio, so I'm not speaking from personal experience.
Quad core i7 laptops running Windows 7 can be had for under $1000 these days. Check
techbargains.com for current deals. Good Luck!
