Yes, but then there is a difference between programmatic music & absolute music, with the latter having no story involved. 

It's all that simple and also much more complex at any given moment. And the nature of any art is more or less depending upon the storyteller, the story and the audience.

I would only substitute artist for storyteller & art form or piece for story, but I certainly agree here. You've have also presented a very nice example of how art functions. 

Whereas the emphasis of any value or meaning in art is assigned in an infinite number of ways or to specific and maybe even shifting places/phases to almost any aspect of a human telling/sharing their human stories.

That statement seems very problematic to me.  What is your idea of DEFINITE meaning? 

Simply that art must have some meaning to give it a direction or interpretation, at least for the artist to have some grasp of what to produce. As I pointed out in an earlier reply, serialism in music is considered by many to still be art, but I would consider it sterile art. What's the point other than to follow the rules  & go through the steps required to create a work of serial music? When I wrote a song with lyrics, I certainly had a very definite meaning, a theme I was writing about. Even when I work on my Space or electronic  music I still have a definite meaning going on, even if it's just an emotion one that I am expressing.

I play improvisational music.  I do not know what it will sound like or where it will go.

Having a lack of direction doesn't mean there is no meaning, you're still expressing something as an artist.

  I consider my ability to do this an artform but I would have no idea what the meaning of the sound is.  An expression that we exist in a world of limitless creative possibilities? 

Sure, & using music to express that is in my opinion a perfectly legitimate meaning in your music.

Just try for a minute or two to come up with a musical idea that expresses nothing. Is devoid of meaning. Is sterile. I have in my musical life tried to do this & never succeed. I have written serial music during my study of music in college that I found completely lacking in any form of expression, but then I was also just following the rules of serial composing. Onje could say that there was definite meaning there i.e. following the rules. But that to me would be like getting a book called "Following The Rules To Fall In Love"... i.e. Fromme's "The Art Of Love", which I found completely lacking in any feeling of what love is.

Perhaps.
