Interesting...some years ago, I would've said "Record, first loop capability (as Rick calls it), multiple tracks, MIDI sync". Now I agree with your list (and would add the first loop capability, but I believe you would also require that?)

Overdub
Multiply
Feedback control
Looking from it from the other side: which loopers do offer that? In the lower price range for hardware loopers, the only ones I can think of are delays, such as the DD20...
