If I understand what you're after, Emmanuel Reveneau's looper (soon to be released as VST) should allow something like this, since you can set loop start and end points with midi CC (you could set them both to form a small window and then move both points together with the _expression_ pedal to sweep through the loop).
An audio buffer in Bidule will also let you do that, as will xfade loop synth.
