It may be hard to "loop MIDI", because it is not sound but
instructions on actions. I guess you would be more successful if
looking for cyclic recording of MIDI instead of looping. That can be
implemented in a lot of software and hardware like sequencers and
arpeggiators. But of course many looper functions can not be performed
by working with MIDI, like reverse playback, overdubbing with feedback
and such.
