"Cut n' Splice" sounds good.  Or Skip, Cut n' Play, Down for the Upstroke.  Or Cutting Time.

Can record the first loop onto a second, and momentarily pause the second loop.  Or have the first loop skip a beat.  Or do an EDP insert, undo/transfer two, truncated, EDP loop windows.
