Notes should do fine,make sure you are only sending those and nothing else
If not most likely is the quantise settings

I have found it easy to set up momentary foot switches by using MIDI CC as control events, rather than MIDI notes. Then you can set up a switch to send the max value (127) when pressing down the switch and the zero value when letting it up again - and of course you assign the controlled software's function to that CC#. I have a sus record function working just as I imagine so I'm not sure why the others won't behave.

Once again, the immortal question for me; am I missing something really simple here or is there something going awry that shouldn't?
