Though there has been the practice of the bigger players use college radio 
as sort of farm teams/minor leagues-watching for trends and for which 
"indie" bands manage to form a solid following ,develope production skills 
and move product  The long term trend in music radio has been for 
playlists 
to be dictated from the top of the organization,which tunes get heavy, 
med. 
or light rotation being chosen by the numbers..Individual local djs might 
choose what order the pieces are played in,though often they just pot up a 
satellite feed,give a station ID every 10 minutes,and punch in carts for 
local anouncements at prescribed times etc. NPR stations tend to have a 
bit 
more local originated programming with djs that have some discretion ,but 
the overall formatting  is quite similar. This will continue to change ,as 
the new head of  has stated his intention to make NPR more attractive to 
what are called conservatives-what they wish to conserve is unclear to me. 
Because fm baqndwidth is limited,coopting public radio is very attractive 
to 
certain interests,tax deductable sponsorships are cheaper than 
advertising.
