My sites are done in Wordpress, and I use Reverbnation for mailing  
list and street team related stuff. I also used to have a PHPBB forum  
for discussion that had a street-team only area. Easy enough to set  
that up.

I really like working in Wordpress, and the MASSIVE amount of  
community development that goes on with it means that there'll almost  
certainly be a widget for whatever function you need.
