I've had ASIO4ALL on a Realtek system and had no trouble. Seems odd that something has a hold of the audio h/w. Running XP? Win7? I'd imagine you've tried this, but... disable system sounds, unload any music players, make sure you have the latest WDM drivers for the Reaktek. If you aren't even getting Directsound on it, I'd guess it's the WDM drivers that aren't setup right. But, just guessing and hoping it'll help!
