There is another reason for this behaviour which as I think wasn't 
mentioned before:
If you have the two EXP pedals setup (and they're sending CC), then the 
mechanical shock transmitted from you pressing/releasing buttons might 
only so slightly move the exp pedals, put enough for them to send a CC.

Apart from that, there's always the possibility not to use the learn 
feature and simply enter the assignments by hand.
