your computer is effectively the base station and your phone is connecting to it. i suspect it will always have the same ip address. the internet doesn't come into it - your computer isn't looking to hook up with anything - it's just making itself available for other devices to hook up to it

Nice. Then you only need to create a network that does not connect to
the internet - cause then it might hook up with a provider that feeds
a new IP address - in order to keep forever the same IP address as the
TouchOSC has memorized?
