Depending on what you did, it may be okay, but when you change file permissions you can damage windows "junction points" in such a way that you
end up with an infinitely recursive directory structure. Here is a brief explanation, if you search for "windows junction recursion" you'll find others.
So check your c:\Users\<yourname>\AppData\Local directory for signs of recursion:
If you don't see that you're probably okay. If you do (as I did) you can fix it with JunctionBox:
